Unchecked Executive Power in Hawai'i
When emergency authority is used without limits, transparency, or legislative oversight, fundamental rights can be suspended quietly—and most people don’t realize it until it’s too late. That’s why waiting, complaining, or hoping officials correct themselves is no longer enough. Here are just a few of the steps the Governor has taken which should concern each of us, and does ask all of us to work together to put him and our legislators on notice:

GOVERNOR TRIED TO REMOVE PARENTAL RIGHTS: Last year the Governor attempted to mandate full vaccination for all schoolchildren and eliminate religious exemptions, removing parental rights. The Bill timed out, but was reintroduced in the 2026 session, and is a clear warning that our health freedom rights are under siege.

THREAT TO PRIVATE PROPERTY: A new Hawaiʻi law gives the Governor emergency power to take control of private property, live stock, or goods without a warrant, and many residents are unaware of it.

GOVERNOR’S OVERREACH OF POWER: Hawaiʻi’s governor has issued 90+ emergency proclamations, suspending at least 20 state laws without Legislation. These “emergencies” are based on administrative issues and not real emergencies. The Hawai'i legislature is not checking this power.

A Citizen Memorandum is a formal notice from the people to elected officials. It clearly states when government actions go too far and puts those concerns on the public record. We use Citizen Memorandums because they allow citizens to speak up, assert their rights, and remind government officials that they work for the people—not the other way around.
